I already tried verifying game files, no result. Deleted User. Settings and had the game restore it, no result. Changed every DLC in user. Now I would really loathe to redownload the entire game more than 50 hours, provided I don't do anything else on the internet in the meantime Alas, that didn't fix anything either.

I also just decided to skim through the White Orchard tutorial area to see if the DLCs will pop up upon entering Velen and sadly nothing still.

Anything else, rename or delete. Once i deleted the "other" info, it re-compiled the game and worked. Hopefully will work for you too.
